AddSvtHits (adds SVT hits to DCH tracks)

Hit adding efficiency is defined as

# “good” DCH tracks with layer 5 hit added correctly

# “good” DCH tracks

(“good” means likely to go through the first layer of the SVT)

Efficiency is ~95% without background, ~93% with 10 x nominal
